The Policy Work Group is working to increase sustainable public and private financial support for out-of-school-time to meet the needs of all children and youth in Illinois. The work group will produce a Finance Plan for a statewide system of out-of-school-time. This finance plan will include the costs of running quality programs in a variety of settings, an estimate of the need for afterschool programs throughout the state, and recommending financing strategies following a public/private model in order to build a system that adequately funds quality out-of-school-time programs for any interested child or youth. Activities

The work group has studied examples of similar finance plans, and worked with the Finance Project in D.C. to determine the best steps to develop the plan. A variety of ideas for generating new revenue streams were researched and discussed by the work group. A cost study tool is being used to identify costs of quality programs. Work group leadership has consulted with a variety of researchers to assist in drafting our Finance Plan, which is due to be complete in Fall 2005.
